Jammu: Jammu Kashmir Displaced District (KDD) unit of Bharatiya Janata Party Jammu Kashmir welcomes the final delimitation Order of the Delimitation Commission entrusted with the responsibility of delimitation of Assembly and Parliamentary Constituencies in the Union Territory of Jammu & Kashmir. KDD thanks the Delimitation Commission for an all-inclusive, politically empowering and judicious report.
This was stated by J&K BJP Spokesperson & former MLC Girdhari Lal Raina accompanied by KDD President Chand Jee Bhat, General Secretary Hari Krishan Razdan, Spokesperson Rajiv Pandita, Heera Lal Bhat, and Moti Lal Bhat while he addressed a Press Conference at BJP headquarter, Trikuta Nagar, Jammu.
KDD is in particular pleased to note that the Delimitation Commission has recognized the political rights of the Displaced Community and expresses its gratitude towards the Commission for recommending ‘at least’ two seats for the displaced Kashmiri Hindus in the State Legislative Assembly with all powers at par with the other members of Assembly. This is a huge step to correct the historic wrongs and will lead to the participation of the displaced Hindu community in the political process.
Historically, the religious minorities of Kashmir valley have been the worst victims of organized marginalization, exclusion and ultimately, outright expulsion. This gradual, torturous process of exclusion and marginalization resulted in the decline of their representation in the state legislature from 4 in 1951 to 0 in 2009 and 2014. Manipulated exercises by successive governments in the past and gerrymandering of constituencies reduced their political influence within territorial constituencies also, rendering their participation in the democratic process meaningless.
People of Jammu Kashmir in general and the Deprived and underprivileged communities, in particular, will remain indebted to the Delimitation Commission headed by Justice Ranjana Prakash Desai, (a retired Judge of the Supreme Court of India), and Sh. Sushil Chandra, (Chief Election Commissioner) and Sh. K. K. Sharma, (State Election Commissioner, Union Territory of Jammu and Kashmir) for undoing decades of injustice and defeating nefarious designs of vested interests that tried hard to influence and interrupt its working.
We the people of Jammu Kashmir also thank Prime Minister Sh. Narendra Modi and Home Minister Amit Shah for ensuring that the commission works in a transparent, free and fair manner. We are sure that the next logical step to accept the recommendations of the commission will be taken and the provision of an appropriate number of representatives will be incorporated.
KDD appreciates the Commission for having adhered to constitutional duties in letter and spirit by carving out both Assembly and Parliamentary constituencies in a manner that accords equal treatment to the entire population without discrimination.
