AAP demands three tier Panchayati Raj system
Jammu, May 15: The J&K Aam Aadmi Party, in a meeting here today, said that the Election to Block Development Councils “Block Samitis” & District Planning & Development Boards “Zilla Pareshads” not implemented yet despite an announcement by His-Excellency the Governor of J&K state Five months ago before Panchayat elections.
The AAP-J&K has appealed to His Excellency the Governor of the state to constitute three Tier Panchayati Raj systems in the state, before Assembly election on the analogy of other states of the country in the interest of Aam Admi, which is need of the hour to give a death blow to corruption, nepotism, and unemployment. AAP-J&K also demanded suitable amendment in the latest amended state Panchayati Raj Act. One clause in the amended state constitution regarding block Development councils & District Planning & Development boards that was introduced by Congress & NC, says that these councilors & Chairmen would be only ladies who should necessarily be from SC/ST & followed the same by PDP & BJP.
If this is implemented, an only uneducated & simple woman will be elected as the majority of Educated SC/ST woman are either already in Govt. Service or are not willing to assume this office. It has been done only to create “yes-woman” officers/ representatives who could be easily made to dance to the tune of the politicians. This debars the educated, competent & deserving candidate from contesting the election of Block Development councils & District Planning& Development Boards in the state which harms true democracy.
They said that reservation in the conduct of election for Block Development Council chairperson or Chairperson of District Planning & Development Board is a direct death blow to weaken the system under Panchayati Raj Institution as also weaken the basic unit of democracy in the largest democracy of the world.
They strongly hailed the Former Governor N.N. Vohra for turning tables on erstwhile BJP-PDP by rescinding the amendment of direct election to the office of Sarpanch, under Panchayati Raj Act, & have urged upon His-Excellency the present Governor, of the state to amend the Panchayati Raj Act, in such a manner that any person or woman may file his/her nomination whose name is entered in any Panchayat Halqa in that Block. This certainly widens the spirit of democracy and not put chains around the neck of democracy. This needs to be done before announcement/ conduct of BDC/ Assembly elections so that parrots of all these traditional political parties do not find rooms against such like constitutionally important positions as has happened in the past during Panchayati quota of MLCs, they maintained. They further accused BJP at the center as also in the state for their failure to implement 73rd & 74th amendments of the Indian constitution in the state.
Have they any right to call J&K as an integral part of the country. AAP alleged and maintained that they (BJP) should stop befooling common people about their being the true nationalists Prominent among those who attended the meeting include S/Sh. Deep Singh, Ram Singh Chauhan, Farooq Ahmed Banday, Kuldeep Kumar Rao, Om Prakash Khajuria, S. Parmveer Singh S.S. Jamwal, Ram Pal Khajuria, Amit Langer, &. C.L.Sharma.
